Tartaglia is basically a no thoughts, head empty, fights only kinda guy — easygoing enough to get along with everyone, but he's still one of Genshin Impact's antagonists at the end of the day. The guy tried to drown the entirety of Liyue just so he could accomplish one of his missions so how far he'll go for the sake of his agenda (as well as the Tsaritsa's) is practically limitless. Here's his permissions if you need anything specific.

He'll likely be coughing up petals here and there, but will mostly be focused on helping others! Wanna have a heart-to-heart talk? Some cute hurt&comfort? He's your guy. ❖ Would definitely be interested in joining forces with others who want to find a cure later on!! Eyezooming at that mini-quest tbh.

Sometimes to the death (please don't indulge him), and sometimes just enough until one or both of you are sent home with satisfying wounds. If you refuse him, be prepared to have him stalk you and ask if you wanna fight until you break down and tell him yes. Even better if you're stronger than him. He fights for self-improvement so he ofc he has fun challenging opponents who can kick his ass. i'm sorry he's like this. ❖ Need a big brother? He's really good at it. He is a self-proclaimed defender of childhood dreams so if he senses you're younger than him, he will protect you with all he's got. ❖ Also. Fishing buddies. He needs SO MANY of those, please. ❖ As far as soulmates go: only accepting soulmates who will fight him everyday, thank you! I mean it: everyday. Bonus points if you're way stronger than him 'cause that means he can make it a goal to best you one day. ❖ Re: his Shadow. Tartaglia is pretty bloodthirsty on his own, but his Shadow will make that a hundred times worse — maybe to the point of outright murdering someone. He doesn't like to hurt anyone who can't fight back so guess what his Shadow will be encouraging, and then some. :') Plus, it's going to try and bring him back to the time when he was a timid and anxious young boy who couldn't protect himself. He once fell into the Abyss back home, and he was in survival mode for what felt like three months, fighting for his life against monsters. He wasn't the same person once he crawled out of the Abyss, so his Shadow will be workin' hard to drag him back into that dark place where lots of trauma and fears remain unfixed.
